Reporting To: Talent Management Manager

 
Position Purpose:

The Talent Management Specialist supports the organization’s strategic objectives by facilitating effective talent development practices. This role contributes to learning and development initiatives, performance management processes, succession planning strategies, and ensures compliance with relevant policies and reporting requirements. The Specialist also participates in and leads projects related to talent and organizational development

Position Requirements:
-Education:
Bachelor’s degree in human resources, Business Administration, or a related field.
 
Experience & Skills

 
Experience
 
·       Minimum 3+ years’ experience in HR or talent management function.
·       Experience with learning platforms, performance systems, and HRIS is an advantage
·       Knowledge of best practices in employee development, talent assessment, and HR compliance

1. Staff Learning & Development
 
·       Coordinate the design, implementation, and evaluation of learning programs aligned with organizational goals.
·       Identify training needs in collaboration with departments and recommend appropriate learning solutions.
·       Support the planning and delivery of workshops, seminars, and e-learning initiatives.
·       Maintain and update employee training records and monitor training effectiveness.
·        
2. Staff Performance Management
  • Assist in the implementation and enhancement of the performance appraisal system.
  • Provide guidance to managers and employees on performance management practices.
  • Monitor timelines and compliance for performance reviews and ensure consistency.
  • Analyze performance data and generate reports to support decision-making. 
3. Succession Planning
·       Support the development and implementation of succession planning frameworks.
·       Identify key positions and collaborate with leadership to assess talent readiness.
·       Maintain succession and talent pipelines and ensure regular reviews.
·       Facilitate career development discussions and individual development plans.
4. Compliance and Reporting
·       Ensure talent management practices comply with internal policies and external regulations.
·       Prepare regular and ad hoc reports on learning, performance, and talent metrics.
·       Support audits and assessments related to the talent management function.
·       Maintain confidentiality and data integrity in all talent-related documentation.
5. Project Management
·       Manage or support talent-related projects from planning to execution.
·       Coordinate cross-functional teams to deliver project objectives on time and within scope.
·      Monitor progress manage risks, and provide updates to stakeholders.

General Responsibilities’ Standards:
 
·       Builds the internal network of internal trainers and organizes the regular Train the Trainer sessions.
·       Provides inputs to the Training Strategy and the development of specific training development plans.
·       Evaluates the quality of training courses and implements improvements.
·       Develop effective relationships with OCEC management and staff, the Owner, Government representatives, business associates, clients and third-party consultants through appropriate communication and a positive attitude.
·       Identify and resolve cultural and other situations as they arise both internally and externally.
·       Provision of input to reports and correspondence as required.
·       Participate in training as directed by the OCEC General Manager.
·      Other duties as directed by the OCEC General Manager and Director of HR.
